Reproducing the numbers is not enough on its own. Anyone holding a published pulse can try names until one crowns the entrant they wanted, and every one of those results verifies perfectly. A chain does not make rewriting history impossible. It makes it impossible to do quietly, because every pulse after the one you changed stops fitting.
Re-signing what you rewrote needs the private key. Withholding a pulse is a separate gap, which is why draw names are published in advance.
